The City of Cebu is requiring all arriving guests from Manila to present the following travel document requirements, to be accepted for flight:

For Locally Stranded Individuals (LSI):

Travel Authority issued by PNP JTF COVID Shield

Valid Identification Card

Medical Clearance Certificate issued by City/Municipal Health Office

Letter of Coordination issued by Barangay of residence in Cebu City (For LSI arriving from Manila and Resident of Cebu City only)

Letter of Confirmation from LGU of residence under Cebu Province (Not applicable to Cebu, Mandaue, Lapu-Lapu City)

Authority to Enter (if entering Cebu City)

For Returning Overseas Filipino (ROF):

Negative RT-PCR (swab) test result

Quarantine Certificate (Completion of 14-day quarantine)

Valid Identification Card

For Authorized Persons Outside Residence (APOR):

Company ID

Certificate of Employment or Proof of Profession or Business (except for uniformed personnel)

Medical Clearance Certificate

Proof of Intent to Visit, if applicable

Certificate from the Cebu Provincial Government (If destination is one of the component cities or municipalities)

Authority to Enter (if entering Cebu City)

Additional requirements for APOR (staying at or are residents of Cebu City)

Travel Clearance from the Office of the Mayor (for Private APOR)

Negative RT-PCR (swab) test result (for Private APOR staying in Cebu City for less than 14 days)

Letter of Coordination issued by Barangay of Residence in Cebu City (for Private APOR staying in Cebu City for more than 14 days)

Mission or Travel Order signed by the head of the agency (for Public APOR)

For Those Traveling for Medical Reasons:

Certificate from LGU of residence

Medical Certificate Clearance from LGU of residence

Certificate from the Cebu Provincial Government

Authority to Enter (if entering Cebu City)

For Tourists heading to the City of Lapu-Lapu (except tourists coming from Mandaue City, Cebu City, and Cebu Province):

Confirmed booking from a DOT-accredited hotel or accommodation establishment

Negative RT-PCR (swab) test result, conducted within seventy-two (72) hours before the flight date, and in a DOH-accredited lab

Tourists must coordinate with their hotel or accommodation establishment for immediate pick-up upon arrival.

For Tourists heading to Cebu City:

Authority to Enter

Negative RT-PCR (swab) test result, conducted within three (3) days from date of travel

Travel Itinerary in Cebu City for duration of stay or first ten (10) days (whichever is shorter)

JTF COVID Shield Travel Authority (Medical Certificate, Barangay Clearance from LGU of origin)

Confirmed booking accommodation in Cebu City
